Go to Dashboard → Shipping → Shipping matrix
Click Add zone and name it (e.g. 'Metro Australia', 'Regional & Rural', 'International')
Define the zone by country, state or postcode range
Add one or more rates to the zone — select the rate type and enter the value
For free shipping: add a second rate in the same zone with type 'Free above order value' and your threshold
Save and run a test checkout to confirm rates display correctly for different addresses

Zone: Australia → $8.95 flat rate, free above $75. Zone: New Zealand → $14.95 flat. Zone: Rest of World → $29.95 flat. Clean, simple, understandable. The free shipping threshold above $75 motivates cart size increases — the average order value lifts when shoppers see 'Add $12 more for free shipping'.
Zone: Australia → $12.95 base + $3.50 per kg over 5 kg. Zone: Rural/Remote (postcode list) → $12.95 base + $5.00 per kg over 5 kg. A 3 kg order pays $12.95. A 12 kg order pays $12.95 + (7 × $3.50) = $37.45. Accurate, not over-charged.
Pro tips
Always have a 'catch-all' zone (e.g. International) that covers addresses your specific zones don't — otherwise some shoppers see no shipping options and abandon.
Review your actual carrier invoices quarterly and adjust rates — free shipping thresholds that made sense at launch can erode margin as product mix changes.
Be transparent: show estimated delivery times alongside rates — 'Express (2–3 days): $14.95' converts better than just '$14.95'.
